I am looking for a cheap, easy craft for a 3 year old's birthday party. Thank you!

For my daughter's third bday, she and her friends painted suncatchers and made foam bead necklaces. They had a blast. Everything for both of those can be found in the craft section at Walmart. AC Moore also has a great selection.

There are foam viser-hats and foam stickers in the craft section at Wal Mart, they are cheap and easy, and my kiddos love those silly things, lol. They decorated them at VBS this year.

if you have time, also check Oriental Trading online for craft projects....they are pretty cheap too

At that age, make sure you have something fairly simple, and/or that you have lots of helpers--I used to teach preschool Sunday school many years ago, and can recall having to do some of the crafts for them because they didn't have the manual dexterity to do them. Also--lots of variations on their motor skills at that age, so again--have lots of helpers! And maybe some old over sized shirts to put on over their clothes if it's something that may be messy--and those are usually the fun ones, too! I love the little cheap plastic tablecoths you can get in the party section at Dollar Tree to use as dropcloths or table cloths--at $1 each, you can afford to just bundle them up and throw them away later if you need to--much cheaper than even most paper tablecovers.
